The DATA4MUNI project addresses the lack of structured training pathways, clear role definitions and shared professional frameworks for local authority staff managing energy data across Europe. The competence profiles of municipal officers have not kept pace with the growing demands of energy data governance, data-informed decision-making and effective, resilient planning. The project will therefore consolidate existing practice into clear C-VET competence frameworks and equip staff with practical digital and AI-supported tools.
The general objective of the project is to strengthen the professional capacity of municipal staff to use energy data more systematically for planning, decision-making and resilience-building.
The specific objectives of the project are:
1) To consolidate and structure existing C-VET learning pathways for municipal energy data use into clear, transferable competence areas.
2) To develop a shared professional framework defining roles, responsibilities and activities for municipal staff managing energy data.
3) To design and pilot a modular, practice-based training package in real municipal contexts across three countries.
4) To ensure the long-term uptake and durability of project results through peer networks, implementation support and plans for scaling up.
The main programme activities include:
The expected outputs of this project are:
1. A set of structured operational processes for municipal energy data management.
2. A shared professional competence framework.
3. An AI-enhanced self-assessment tool with a prompt library.
4. Modular C-VET learning pathways, delivered as a practice-based training package.
5. An AI-supported methodology for implementing the framework in municipalities.
The DATA4MUNI project will have a substantial impact on municipal officers, strengthening their skills and their autonomy in managing energy data. At municipal level, it will build the professional capacity of officers responsible for energy planning, sustainability and local development. At national level, it will contribute to better policy implementation and to knowledge exchange across public administrations.
The project is expected to:
