Social services and digitalisation
learning mobility of individuals
Since 2021, SERN has held an Erasmus+ accreditation in Adult Education, valid for the entire 2021–2027 programming period. The accreditation supports a long-term training strategy for professionals in the welfare sector, coordinated by SERN through a consortium of local authorities and social service providers (ASP).
The main objective is to invest in the skills of those who design and deliver personal care services, social workers, coordinators, service managers, and public officials, through international mobility and peer learning.

strategic priorities
The consortium’s training plan is based on three priorities:
Digitalisation: promoting the use of welfare technologies, digital tools for communication, and organisational innovation.
Intercultural competences: strengthening the ability to work in diverse social contexts and respond to the challenges of inclusion.
European exchange: fostering the sharing of practices and learning from other welfare systems across Europe.
activities
The accreditation enables different forms of learning:
Job shadowing and structured courses abroad
Group mobilities
Training sessions in Italy with international experts
All activities are designed according to the specific needs of the participating organisations and combine theoretical input with practical experience.
The Erasmus+ accreditation is not only a tool for mobility but also a long-term investment in the quality and innovation of local welfare services. It supports the creation of a European training framework that connects territories, improves practices, and strengthens public services through shared knowledge and collaboration.
Halfway Through the Programme: Looking Back, Moving Forward
As of 2025, the Erasmus+ accreditation for welfare services has reached its halfway point. Over the past four years, the consortium led by SERN has implemented a wide range of training activities across Europe, involving more than 150 professionals from 15 organisations.
This mid-point offers an opportunity to reflect on the results achieved so far and to consolidate the work done. The mobility experiences have contributed to improving staff competences, introducing new practices, and strengthening cooperation among local welfare actors.
At the same time, this is a strategic moment to renew our goals for the years ahead: expanding participation, building new partnerships, and linking training more closely with service innovation. The second half of the programme will focus on deepening impact at local level and further integrating the European dimension into welfare policies and practices.
The Erasmus+ accreditation continues to be a key tool for promoting quality, inclusion, and innovation in the social sector.
