learning mobility of individuals

Since 2021, SERN has held an Erasmus+ accreditation in Adult Education, valid for the entire 2021–2027 period. The accreditation supports a structured training strategy for professionals working in the welfare sector, coordinated through a consortium of local authorities and social service providers (ASP).

The main objective is to invest in the skills of those who design and deliver personal care services, social workers, coordinators, service managers, and public officials, through international mobility and peer learning.

The sixth year of the Accreditation involves more than 70 professionals from the member organisations of the consortium, who take part in a new cycle of European mobility opportunities. Activities will run from November 2026 to August 2027 and will centre on strengthening the skills of those working in personal care services. We are supporting professionals in making confident use of digital and AI-based tools, in responding to the needs of an increasingly diverse society, and in learning from good practice across Europe — with the aim of bringing new ideas back into everyday work with older people and their families.

In the end of September 2026 coordinators, welfare service managers and Erasmus+ referents from our Erasmus consortium — representing Cervia, Casalecchio di Reno and Fidenza Municipalities, Unione Terre d’Argine, ASP Parma, ASP Città Bologna and ASP Cav. Rossi Sidoli — head to Östergötland for an intensive two-day training hosted by FoU Östergötland. After 150+ mobilities and five years of learning across the SERN network, this course tackles the next big challenge: turning individual learning into real organisational change. Participants will explore the Swedish approach to organisational development and quality in social services, learn from local experts and co-design practical tools and a shared roadmap to track the impact of international mobility through to 2027.

Another component of this year’s accreditation programme includes the SERN Thematic Wall Cycle 6 which tackles a question shared by municipalities across the network, regardless of size or country: how do we reach people who tend to isolate themselves and stay outside community life — those who aren’t already connected, don’t see themselves as needing help, don’t trust institutions, or simply fall outside existing services? The cycle is organised in two strands, youth mental health and elderly isolation and community welfare, and brings together Italian and Swedish practitioners through seminars, breakout discussions and job shadowing visits from September 2026 to January 2027, in order to explore what’s working on the ground, including approaches to youth mental health services, intergenerational spaces and digital community tools.
