learning mobility of individuals
Since 2021, SERN has held an Erasmus+ accreditation in Adult Education, valid for the entire 2021–2027 period. The accreditation supports a structured training strategy for professionals working in the welfare sector, coordinated through a consortium of local authorities and social service providers (ASP).
The main objective is to invest in the skills of those who design and deliver personal care services, social workers, coordinators, service managers, and public officials, through international mobility and peer learning.

The first year of the Erasmus+ accreditation marked the beginning of a structured investment in staff training within the welfare sector. A total of 39 professionals from the Municipalities of Faenza, Cervia, Ravenna, Imola, and the Unione Tresinaro Secchia took part in international mobility experiences focused on elderly care and digital innovation in social services.
The activities were hosted by institutions in four European countries: Linköping and Kinda Municipalities in Sweden, the University of Seinäjoki in Finland, and the Enzkreis district in Germany. These experiences allowed participants to explore different models of service provision and the use of welfare technologies in the care of older adults.
The programme included a group mobility in Linköping in October 2022 focused on elderly care and digitalisation, a training course on welfare technology held in Seinäjoki in November 2022, a study visit in Enzkreis in September 2022 to understand the German welfare system, and a job shadowing experience in Kinda in November 2022.
These first steps helped to strengthen the collaboration within the consortium and offered participants practical tools and insights to bring innovation into their daily work.
